Where this service is not offered

Two separate lists apply. The first is a set of comprehensively sanctioned jurisdictions, and the whole service is refused there. The second is a set of jurisdictions where the site can be read but the trading flow is not offered.
Both are enforced at the edge from the location attached to a request. A request that arrives through an anonymising network, a forwarding proxy or a hosting provider address has no location we can check, so it is treated as unverified and the trading flow stays closed.

The trading flow is not offered
Robinhood Stock Tokens are prohibited for persons in the United States, Canada, the United Kingdom and Switzerland by their issuer, so a market quoted in one is closed to those persons regardless of any other analysis. Independently, a contract that pays on the occurrence of a priced event is a swap under the Commodity Exchange Act, and a person who is not an eligible contract participant may trade a swap only on a designated contract market. A market quoted in a tokenized equity is additionally a security-based swap, which no retail person may be offered off a national securities exchange.

If you think this is wrong
Location is inferred from network data and is sometimes wrong. There is no appeal path built yet. Until there is, a mistaken block stays a block: it is the safer direction to fail in, and it is better than a control that can be talked out of applying.
